Project Agreement
In December 2008, the Board of Education of School District No. 33 (Chilliwack) and the Minister of Education entered into Project Agreements to replace Yarrow Elementary School, and to consolidate Rosedale Elementary School and Rosedale Traditional Middle School into a new Elementary/Middle School on the existing Rosedale Traditional Middle School site. In both cases, replacement with new state–of-the-art schools was more cost effective than renovating and seismically upgrading the existing schools.
The Yarrow Elementary Project Agreement provides the necessary funding to enable the School District to build a replacement kindergarten to grade 6 school (275 + 80k student capacity) on the Yarrow Elementary School site, which is expected to feature:
- a 90m2 preschool space
- a Neighbourhoods of Learning component; and
- elements that will establish it as a community school.
The Rosedale Elementary/Middle School Project Agreement provides the necessary funding to build a new kindergarten to grade 9 school (80k + 150 elementary + 300 middle student capacity) to enable consolidation of Rosedale Elementary School and Rosedale Traditional Middle School in new facilities on the Rosedale Middle School site. This school is to be planned for possible conversion to a true middle school configuration at a future date. The City of Chilliwack will partner with the Chilliwack School District at Rosedale Middle School and is expected to provide funding for increased facilities.
Overview of the Procurement Stages
The School District is utilizing a two stage procurement process to identify a Preferred Proponent to enter into a Design-Build Agreement (“DB Agreement”) for the Project.
Request for Qualifications
The first phase of the procurement process is the RFQ phase which is intended to shortlist Respondents, based on pre-established evaluation criteria, which demonstrate through their Responses that they have the relevant expertise and capacity to undertake the design and construction of the Project. Those shortlisted Respondents may proceed to the RFP phase of the procurement process.
The Request For Qualifications closed at 2:00 p.m. on July 23rd, 2009.

Review of Design-Build Agreement
The School District will provide a form of DB Agreement to the shortlisted Respondents for review for a seven calendar day period upon submission of a confidentiality agreement. Upon completion of the review and provision of any comments to the School District, the shortlisted Respondents will be entitled to receive the RFP upon submission of the Security Deposit set out in the RFP. The RFP will include a final DB Agreement.
Request for Proposals
The RFP phase is the second phase of the procurement process open to those Respondents shortlisted during this RFQ phase. The School District expects to issue the RFP to the shortlisted Respondents in September, 2009. Proponents are expected, in accordance with the RFP, to commit to submit binding Proposals to design and build the Project. Following an evaluation of these Proposals, the School District expects to select a Preferred Proponent and to enter into the DB Agreement with that Preferred Proponent.
